Sweden's first female Prime Minister, Magdalena Andersson on Wednesday tendered her resignation just hours after her appointment by parliament after her budget failed to pass and the junior Greens Party left the coalition government.

"There is a constitutional practice that a coalition government should resign when one party quits," Andersson, a Social Democrat, told reporters.

"I don't want to lead a government whose legitimacy will be questioned."

Andersson said she hoped to be elected to the position again soon as the head of a minority government made up of only the Social Democrats.

Cross River Gov't inaugurates COVID-19 Action Recovery and Economic Stimulus Steering Committee - brainymedia



The Cross River Government has inaugurated the COVID-19 Action Recovery and Economic Stimulus (CARES) committee to steer the activities of the programme in the state for the next two years.

Deputy Governor of the state, Prof. Ivara Esu, who inaugurated the team on Wednesday in Calabar, said that the project was timely and coming at a time where the Nation's economic needed to be stimulated with various programmes.

CARES is a World Bank Assisted programme which is supported by the Federal and State Governments in Nigeria, designed to stimulate the economy.

According to him, with the coming in of the programme which is scheduled to start by April, the state will consolidate on the gains and reduce her poverty rate of 36.3 to at least, a single digit.

He cited the destruction of properties in government offices and private homes in Calabar during the #EndSars protest on Oct. 24, 2020 as one of the factors that has further created poverty in the state.

"I want to specially commend members of this committee and especially the Chairman of the committee, Dr Inyang Asibong, who is the Commissioner for International Development Cooperation for her drive in making this programme a reality in the state," he said.

Earlier in her opening speech, Dr Asibong mentioned the benefiting areas to include CSDA, FADAMA, Enterprise Development Funding, Livelihood, Public Work Fare and the State Cash Transfer Unit. 

She explained that the focus of the programme was to help in the recovery of the economy by way of collective involvement of all relevant stakeholders who have been identified to play certain roles.

"In the area of public work fare, we are going to get youths, both skilled and unskilled, to be meaningful engaged so that they can earn a living.

"For the Cash Transfer Unit, pregnant women, the vulnerable and physically challenged persons will also benefit from this platform.

"Also, the FADAMA project will cater for the provision of input to farmers among many other beneficiaries," she said.

She commended Gov. Ben Ayade for placing premium on intervention programmes in the state, adding that the state was ready for the implementation of the programme

Mr Toni Ikpeme, Board Chairman of Community and Social Development Agency, who spoke on behalf of members of the committee, assured that they were going to give in their best in order to achieve the mandate of programme.

Members of the committee include the Commissioner for Finance, Mr Asuquo Ekpenyong, Commissioner for Commerce, Mrs Rosemary Archibong and Commissioner for Agriculture, Mr Okon Owuna,

Other members are; Commissioner for Youths and Skill Development, Mr Signor Omang-Idiege, Mrs Marjorie Asuquo, Special Adviser to Gov. Ayade on Enterprise Development Funding, Mr Gabriel Adah, Director General of Cross River Commercial Transport Regulatory Agency and Mrs Monique Ogon, Special Adviser to Gov. Ayade on Enterprise.

Also in the committee are, Mr Victor Edet, Special Adviser to Gov. Ayade on International Development, Mrs Kate Ajibike, Special Adviser, Community Development Enterprise and Mr Felix Ita, Permanent Secretary, Ministry of International Development Cooperation.

FG Has Paid 5 Month Outstanding Salaries To ASUU As No Federal Public Servant Has Been Paid For November 2020.- Campusvill

Nigeria Government yesterday faulted claims by the President of the Academic Staff Union of Universities ( ASUU), Prof. Biodun Ogunyemi that the government had failed to deliver on the timelines on offers made to the union.

A statement from the Minister’s media office said, “

the Federal Government has done the followings as agreed with ASUU

1. promised to constitute a Negotiation Committee for the 2009 Agreement and has fulfilled it with the last week’s inauguration of the committee that has Prof. Muzali as chairman.

2. The N40b Earned Academic Allowances/ Earned Allowances have also been processed just as the N30b revitalization Fund, bringing it to a total of N70b.

“ Likewise, the Visitation Panels for the Universities have been approved by the President but the panel cannot perform its responsibilities until the shut universities are re-opened.

3. “The gazetting is also being rounded off at the Office of Attorney General of the Federation while the Ministry of Education is ready to inaugurate the various visitation panels.

4. “Similarly, Government agreed to pay salaries, allowances of Earned Academic Allowances/ Earned Allowances with a hybrid platform that is not hundred percent IPPIS as requested by ASUU while UTAS is undergoing usability and integrity test at National Information Technology Development Agency (NITDA) as demanded by ASUU.

5. The Minister noted that it is false and discomforting for ASUU to wrongly inform the general public that the Federal Government agreed to pay all withheld salaries before it will resume work.

6. “The truth of the matter is that a ‘Gentleman Agreement’ was reached at the last meeting in which ASUU agreed to call off the strike before December 9, 2020, and the Minister, in turn, agreed that once the strike is called off, he would get a presidential waiver for ASSU to be paid the remainder of their salaries on or before December 9, 2020 .”

7. Part of the proposal ASUU took back on November 27, 2020, reads, “ the Hon Minister of Labour and Employment informed that he had consulted with the Hon Minister of Education on getting a waiver on the issue of No Work, No Pay as stipulated in Sec. 43 of the Trade Dispute Act, Cap T8, Laws of the Federation of Nigeria( LFN )2004, but a reservation has been made concerning this request because of the ongoing strike by ASUU. The HML&E, therefore, agreed to work on this to be actualized before Wednesday, December 9, 2020.

8. “With the lockdown at the peak of the Covid-19 pandemic, the Minister got special presidential approval to demonstrate good faith to ASUU members that government is not on a vengeful mission or out to starve ASUU to death as some of them are claiming.

9. “They were subsequently paid for two months of February and March after which it was extended to April, May, and June, months they were on strike on compassionate ground, bringing it to five months.

10. “This was done because of the Covid-19 pandemic and its deleterious effects on incomes of all workers and their families as government reasoned that ASUU members also have families.

11. It is therefore unbelievable that ASUU President claimed that government agreed to pay outright, the entire money of the period of the strike to them, even for staying at home and refusing to do either virtual teaching or research.

12. “ I wish to emphasize further that the outstanding salaries to ASUU are for the month of July, August, September, and October as no federal public servant has been paid for November 2020.

13. “Hence, it is baseless for ASUU to claim it cannot go back to school on an empty stomach while the government has on compassionate grounds, paid five months salaries out of the nine months they have been on strike.

14. “ASUU is fully aware of the principle of No Work, No Pay of the Sec. 43 of the Trade Disputes Act under which many unions like National Association of Residents Doctors( NARD) in 2017 and Joint Health Sector Unions (JOHESU) in 2018 among others have lost salaries as a result of the strike.

15. “ It is consequently important to inform Nigerians, especially parents that Federal Government is asking ASUU to go back to work and when they do, the Ministers of Labour, Finance, and Education will put up a memo to deal with the outstanding four months of salaries.

RIPAN Slash Price Of Rice to N19,000 Per Bag, See Date It Will Take Effect

This announcement was made by the Rice Processors Association (RIPAN) of Nigeria. The association said the new price will take effect from December 14, 2020. The present market price ranges from N28,000 to N30,000 per bag. The decision is coming after hike in rice prices occasioned by hoarding and closure of the nation’s land borders by the Buhari administration towards boosting self-sufficiency. Since the ban on rice import, some persons have been engaging in shopping for and storing the paddy, making huge profits.

Worried by the rising prices, the RIPAN in collaboration with the Central Bank of Nigeria, CBN, on Tuesday set up a task force headed by the Managing Director of Tiamin Rice, Aminu Ahmed, to monitor and ensure compliance with the new price regime.

In an interview after the meeting, Mr Ahmed mentioned that RIPAN has agreed to peg the price at N19,000 so as to help the federal government in its efforts to ease hardship in the nation. He also said the rice processors have additionally pegged the price of paddy at N160 per kg or N160,000 to 165,000 per tonne.

According to him, as soon as the prices of paddy crash, the price of processed rice would also crash.

IPPIS: NASU issues 14-day ultimatum, threatens strike

The Non- Academic Staff Union of Educational and Associated Institutions has issued a 14- day ultimatum to the Federal Government to address anomalies in the nation’ s Research Institutes and Integrated Payroll and Personnel Information System .
The union ’ s president , Dr Makolo Hassan , in a statement , following its National Executive Council on Thursday , said the union was warming up for a total shut down .

According to him , NASU is an arm of the Joint Health Sector Unions .
“For almost 10 years , the government has failed to honour the content of the agreement it freely entered into with the Joint Research and Allied Institutions Sector Unions as contained in the year 2010 JORAISU /FGN Agreement .
“The underlisted issues include payment of 12 months arrears of 53 . 37 per cent salary increase , peculiar allowances and earned allowances .
“Also , the retirement age of 65 years for Non - Research staff as obtainable in the universities , withdrawal of circular on non - skipping of Salary Grade Level 10 , that is the National Industrial Court ’ s judgement delivered in favour of the trade unions.
“Others include the establishment of a central body to be known as National Research Institutes Commission , adequate funding of Research Institutes and release of conditions of service , ” he said .
The union leader said the government had yet to address the issues in spite of several reminders , strikes and Memorandum of Understanding entered into with the government on the matter .
Hassan said : “We , therefore , use the opportunity of this meeting to request the government to act speedily , particularly on the issue of the 12 months arrears .

“Except some concrete steps are taken within the next 14 days, NASU members in all the research institutes in Nigeria will be compelled to commence strike to press home their demand in this regard , ” he said.
The union leader also said that the government had not lived to its promise of a hitch- free migration on the IPPIS .
According to him , IPPIS has demonstrated a high level of incompetence and inefficiency .

He said that the union’ s experience since it migrated to the platform had been a painful one .
“All efforts to get government and the office of the Accountant General of the Federation to redress the noticeable shortcomings has not yielded a positive result .

“The noticeable shortcomings include non - payment of salaries to some staff, underpayment of salaries , non -payment of approved allowances as contained in the year 2009 FGN / NASU Agreement as well as failure to pay check - off dues to the union as and when due .
“Others are nonpayment of promotion arrears , non -deduction of welfare scheme , high taxation, non - release of payslips to workers, delay in payment of salaries and non - release of schedule of payments made .

“In the face of these challenges and the lukewarm attitude of the government and IPPIS office toward redressing these shortcomings, NASU may have no choice than to embark, as soon as possible , on a full - blown strike in the universities and inter - universities centres .
“Also , in polytechnics and colleges of education , except something is done very urgently to positively remedy the situation , ’’ Hassan said .

Let's learn our lessons from places that have build their nation's through consistent struggle with the understanding that without indication of interest on something and eventual struggle to have it no one can get success from his comfort zone.

Countries like malaria,Singapore and others get world's attention through concerted effort and determination.Ukelle can become Dubai of Nigeria through our concerted effort and determination.

Refuse to become available tools in the hands of politicians for pittans in the name godfather because they are short changing your future and that of the unborn generation of Ukelle.

WHY WE MUST LOOK BEFORE WE LEAP

It was Odewale in Ola Rotimi's THE GODS ARE NOT TO BLAME who said "when trees fall upon trees the topmost must first be removed", meaning that when they are numerous problems the newest has to be attended to before getting to the ones beneath.

No doubt Ukelle the yala ii State constituency is fraught with a continuum of pressing needs ranging from lack of motorable road,decay health centres, dilapidated schools,failur of leadership,complete absence of government among others.

Sequel to the underlisted issues above the Ukelle Youths Forum UYF has come up with plans to embark on a peaceful protest cum sensitization of the UKelle people within Ukelle constituency to put them up to their toes with regard to political consciousness, involvement and participation. In view of the Senatorial by-election slated for December 5th 2020 and subsequent elections especially the 2023 general elections which has already been fixed tentatively by INEC.

However, the planned protest and sensitization of the UKelle people by UYF which was supposed to take place on the 20th of November this year might likely not hold due to the tension in South Ukelle where rtd ASP Daffin Philip is said to have been kidnapped by Izzi militia and the dead of a 23- year-old boy who was also killed by the izzi people in the process of searching for the kidnapped Philip.

In order to avoid being like David in the Bible who in an attempt to hide his sin committed more UYF has learnt from the past and is capable of avoiding impending dangers.

Therefore, every Ukelle youths must as a matter of necessity queue behind this lofty vision of NO ROAD,  NO ELECTION IN UKELLE as we continue to make publicity,raise fund for the event, pending when the situation has return to normal so that we can commence our program without fear of being hijack by social miscreants.

FULL DETAILS: BUHARI'S 2021 BUDGET PRESENTATION TO NATIONAL ASSEMBLY

PROTOCOLS
1 . It is with pleasure that I present the 2021 Federal Budget Proposals to this Joint Session of the National Assembly .
2. Distinguished and Honourable Leaders, and Members of the National Assembly , at this juncture, I wish to commend your tremendous efforts in approving the revision of the 2020 – 2022 Medium - Term Expenditure Framework and Fiscal Strategy Paper , and passage of the 2020 Appropriation ( Repeal and Amendment ) Act , in response to the Coronavirus Pandemic .
3 . Today marks an important occasion in our quest to accord the federal budget process the seriousness it deserves . In line with our commitment , we have worked extra hard to ensure early submission of the 2021 – 2023 Medium- term Expenditure Framework and Fiscal Strategy Paper , as well as the 2021 Appropriation Bill. It is my sincere hope that the National Assembly will pass this Bill into law early enough to enable implementation by 1 January 2021, given the collaborative manner in which the budget was prepared .
4 . In the course of this address, I will present the highlights of our budget proposals for the next fiscal year. The Honourable Minister of Finance, Budget and National Planning will, later , provide the full details of these proposals .

Recent Developments
1 . The 2021 Budget was prepared amidst a challenging global and domestic environment due to the persistent headwinds from the Coronavirus Pandemic . The resulting global economic recession , low oil prices and heightened global economic uncertainty have had important implications for our economy.
2. The Nigerian economy is currently facing serious challenges , with the macroeconomic environment being significantly disrupted by the Coronavirus Pandemic . Real Gross Domestic Product (‘ GDP’) growth declined by 6. 1 percent in the second quarter of 2020 . This ended the 3 - year trend of positive , but modest , real GDP growth recorded since the second quarter of 2017. I am glad to note that , through our collective efforts, our economy performed relatively better than that of many other developed and emerging economies .
3 . GDP growth is projected to be negative in the third quarter of this year. As such , our economy may lapse into the second recession in four years , with significant adverse consequences . However , we are working assiduously to ensure a rapid recovery in 2021. We remain committed to implementing programmes to lift 100 million Nigerians out of poverty over the next 10 years .
4 . As skills ’ deficits limit employment opportunities in the formal economy , various skills ’ development programmes are being implemented simultaneously to address this problem frontally . For instance , the Government is implementing the Special Public Works programme to provide employment opportunities to 774 , 000 youths across the 774 local government areas of Nigeria . We have also recently introduced the N 75 billion Nigeria Youth Investment Fund, of which N 25 billion have been provided in 2021 Budget .
5 . We thank all Nigerians, for your perseverance and continued support during these difficult times . We remain unwavering in our commitment to actualize our vision of a bright future for everyone .
Performance of the 2020 Budget
6. Distinguished and Honourable Members of the National Assembly , you will recall that the 2020 ‘ Budget of Sustaining Growth and Job Creation ’ was amended in response to recent fiscal pressures . I am glad to report that these efforts enabled us to effectively respond to the public health challenge of Coronavirus outbreak and moderate economic impact .
7. Pursuant to our revised assumptions , the amended 2020 Budget was based on a benchmark oil price of 28 US Dollars per barrel ; oil production of 1 . 80 million barrels per day; and exchange rate of N 360 to the US Dollar.
8 . Based on these budget parameters , aggregate revenue of N 5 . 84 trillion was projected to fund N 10 . 81 trillion in expenditure . The projected deficit of N 4 . 98 trillion , or 3 . 57 percent of GDP, is expected to be financed mainly by borrowing .
9 . In 2020 , average daily oil production was 1 . 88 mbpd up to June , as against the revised estimate of 1 . 80 mbpd for the entire year . However , the market price of Bonny Light crude averaged 40 . 79 US Dollars per barrel , significantly higher than the revised benchmark price of 28 US Dollars .
10 . As at July 2020 , the Federal Government ’ s actual revenue available for the budget was N 2. 10 trillion . This revenue performance was only 68 percent of our pro-rated target in the revised 2020 budget . At N 992 . 45 billion , oil revenue performed well above our budget target, by 168 percent . Non - oil tax revenues totalled N 692 . 83 billion , which was 73 percent of the revised target.
11 . To improve independent revenue performance , I have directed that the cost profiles of Government Owned Enterprises (‘ GOEs ’) should be scrutinized and limits imposed on their cost - to - revenue ratios . Supervising Ministers have also been directed to ensure closer monitoring of the revenue generating activities and expenditures of the Government Owned Enterprises .
12 . On the expenditure side, as at end of July 2020 , a total of N 5 . 37 trillion had been spent as against the pro-rated expenditure of N 5 . 82 trillion . Accordingly, the deficit was N 3 . 27 trillion . This represents 66 percent of the revised budgeted deficit for the full year.
13 . Despite these challenges , we met our debt service obligations . We are also up to date on the payment of statutory transfers and staff salaries , while overhead costs have been significantly covered.
14 . For the first time in recent years , we commenced the implementation of this year’ s capital budget in the first quarter. As at 15 September 2020 a total of about N 1 . 2 trillion had been released for capital projects . Every Federal MDA has received at least 50 percent of its 2020 capital expenditure budget , in line with my earlier directives.
15 . Let me emphasise that revenue generation remains our major challenge. Nevertheless, Government is determined to tackle the persisting problems with domestic resource mobilization, as there is a limit to deficit financing through borrowing . The time has come for us to maintain a healthy balance between meeting our growing expenditure commitments and our long - term public financial health.
Key Achievements in the 2020 Fiscal Year
34 . Over the last year, this Administration has implemented several priority projects . I am happy to report that much progress has been made on several fronts and our Government has delivered on key policies , programmes and projects in these priority areas .
16 . In agriculture , we have recorded appreciable success in rice and other crops mainly through the Anchor Borrowers Programme and the Presidential Fertilizer Initiative , anchored by the Central Bank of Nigeria and the Nigeria Sovereign Investment Authority , respectively . We are also accelerating the construction of 337 rural roads around key agricultural corridors to enhance access to market and reduce post- harvest losses. These efforts have reduced the adverse impact of Coronavirus on our food availability, prices and security .
17 . We have made progress on the railway projects connecting different parts of the country . The Lagos -Ibadan Line will soon be operational . The Abuja - Kaduna Line is running efficiently. The Itakpe - Ajaokuta Line was finally completed after over 30 years since it was initiated and commissioned in September 2020 .
18 . Arrangements are underway to complete the Ibadan - Kano Line . Also, work will soon commence on the Port Harcourt - Maiduguri Line and Calabar- Lagos Coastal Line , which will connect the Southern and Eastern States to the North , and the South - South as well as South - East to the North , and South - West, respectively .
19 . The Second Niger Bridge is at about 46 percent completion . We hope to commission the project before the end of our tenure in 2023. We have awarded several contracts to rehabilitate , reconstruct and construct major arterial roads , in order to reduce the hardship to commuters and increase economic activity .
20 . To bridge the infrastructure deficit, we are also implementing innovative financing strategies to pull - in private sector investment . The Infrastructure Company , which I recently approved, will become a world - class infrastructure development vehicle , wholly focused on making critical infrastructural investments in Nigeria . This Infrastructure Company will raise funding from the Central Bank of Nigeria , the Nigeria Sovereign Investment Authority, the Africa Finance Corporation , pension funds as well as local and foreign private sector development financiers .
21 . Under the Road Infrastructure Tax Credit Scheme , we are undertaking the construction and rehabilitation of over 780 km of roads and bridges, nationwide , to be financed by the grant of tax credits to investing business . Ongoing projects under this scheme include:
a. Construction and Rehabilitation of Lokoja -Obajana- Kabba- Ilorin Road Section II ( Obajana - Kabba) in Kogi and Kwara States;
b . Construction of Apapa- Oworonshoki- Ojota Expressway in Lagos State ; and
c. Construction of Bodo- Bonny road with a Bridge across the Opobo Channel in Rivers State .
22 . To enhance good governance, we strengthened our anti - corruption agencies to ensure they work independently and jointly , while respecting the rule of law . We have also worked to address emergent cases of insecurity and insurgency , nationwide , with innovative approaches. Our security operations in the Niger Delta , North Central and North West are yielding desired results . We are determined to get rid of bandits , kidnappers and criminal behaviour from our midst .
Theme & Priorities of the 2021 Budget
23 . Distinguished Senators ; Honourable Members ; let me now turn to the 2021 Appropriation Bill , which is designed to further deliver on the goals of our Economic Sustainability Plan . This Plan provides a clear road map for our post- Coronavirus economic recovery as a transitional plan to take us from the Economic Recovery and Growth Plan ( 2017 – 2020 ) to the successor Medium -Term National Development Plan ( 2021 – 2025) .
24 . In view of the many challenges confronting us , we must accelerate our economic recovery process , promote social inclusion and strengthen the resilience of the economy . The 2021 Appropriation has, therefore , been themed the ‘ Budget of Economic Recovery and Resilience ’ . It is expected to accelerate the pace of our economic recovery , promote economic diversification , enhance competitiveness and ensure social inclusion .
Parameters & Fiscal Assumptions Underpinning the 2021 Appropriation
25 . Distinguished Members of the National Assembly , the 2021 – 2023 Medium Term Expenditure Framework and Fiscal Strategy Paper set out the parameters for the 2021 Budget , which include :
a. Benchmark oil price of 40 US Dollars per barrel ;
b . Daily oil production estimate of 1 . 86 million barrels ( inclusive of Condensates of 300 , 000 to 400 , 000 barrels per day );
c. Exchange rate of N 379 per US Dollar; and
d . GDP growth projected at 3 . 0 percent and inflation closing at 11 . 95 percent .
Finance Bill 2020
26 . Distinguished and Honourable Members; I have directed the Minister of Finance, Budget and National Planning to finalise the Finance Bill 2020 , which will be forwarded for your kind consideration and passage into law , shortly after today ’ s 2021 Budget presentation . The Finance Bill is to support the realization of our 2021 revenue projections, adopt appropriate counter - cyclical fiscal policies and enhance the efficiency of fiscal incentives .
Tax Expenditure Statement
27 . In compliance with the Fiscal Responsibility Act of 2007 , we will prepare and publish , a Tax Expenditures Statement for 2019 . The 2019 Statement will be the first of these annual Statements , setting out the estimated cost of tax exemptions, incentives and rebates provided under Nigeria ’ s revenue and other laws . The 2019 Statement is expected to contribute to public discussion on the use of our tax policies and system to achieve socio - economic development .
Federal Government Revenue Estimates
28 . Based on the foregoing fiscal assumptions and parameters , total federally distributable revenue is estimated at N 8 . 433 trillion in 2021. Total revenue available to fund the 2021 Federal Budget is estimated at N 7. 886 trillion . This includes Grants and Aid of N 354 . 85 billion as well as the revenues of 60 Government - Owned Enterprises .
29 . Oil revenue is projected at N 2. 01 trillion . Non- oil revenue is estimated at N 1 . 49 trillion . As you will observe , the format of the 2021 Appropriation Bill has been modified to include budgeted revenues , no matter how small , for each MDA , to focus on internal revenue generation . Accordingly, I implore you to pay as much attention to the revenue side as you do to the expenditure side .
Planned 2021 Expenditure
30 . An aggregate expenditure of N 13. 08 trillion is proposed for the Federal Government in 2021. This includes N 1 . 35 trillion spending by Government - Owned Enterprises and Grants and Aid funded expenditures of N 354 . 85 billion . For 2021, the proposed N 13 . 08 trillion expenditure comprises :
a. Non - debt Recurrent Costs of N 5 . 65 trillion ;
b . Personnel Costs of N 3 . 76 trillion ;
c. Pensions , Gratuities and Retirees ’ Benefits of N 501 . 19 billion ;
d . Overheads of N 625 . 50 billion ;
e. Debt Service of N 3 . 124 trillion ;
f . Statutory Transfers of N 484 . 49 billion ; and
g. Sinking Fund of N 220 billion ( to retire certain maturing bonds ) .
Fiscal Balance
1 . The 2021 Budget deficit ( inclusive of Government Owned Enterprises and project - tied loans ) , is projected at N 5 . 20 trillion . This represents 3 . 64 percent of estimated GDP , slightly above the 3 percent threshold set by the Fiscal Responsibility Act , 2007 . It is, however , to be noted that we still face the existential challenge of Coronavirus Pandemic and its aftermath ; I believe that this provides a justification to exceed the threshold as provided for by this law .
31 . The deficit will be financed mainly by new borrowings totalling N 4 . 28 trillion , N 205 . 15 billion from Privatization Proceeds and N 709 . 69 billion in drawdowns on multilateral and bilateral loans secured for specific projects and programmes .
Statutory Transfers
32 . The sum of N 484 . 49 billion provided for Statutory Transfers in the 2021 Budget represents an increase of N 56 . 46 billion ( or 13 percent ) over the revised 2020 provision . The Statutory Transfer provisions are :
a. Niger Delta Development Commission – N 63 . 51 billion ;
b . North East Development Commission –
N 29 . 70 billion ;
c. National Judicial Council – N 110 . 00 billion ;
d . Universal Basic Education Commission – N 70 . 05 billion ;
e. Independent National Electoral Commission –
N 40 . 00 billion ;
f . National Assembly – N 128 . 00 billion ;
g. Public Complaints Commission –
N 5 . 20 billion ;
h. Human Rights Commission – N 3 . 00 billion ; and
i . Basic Health Care Provision Fund – N 35 . 03 billion .

33 . In compliance with the Fiscal Responsibility Act 2007 , all beneficiaries of Statutory Transfers will be required to provide the Budget Office of the Federation with periodic reports on the allocation and expenditure of funds for inclusion in the quarterly Budget Implementation Report .
Recurrent Expenditure
34 . In our efforts to enhance national security and human capital development , a major part of the 2021 recurrent cost estimate is allocated to paying salaries and overheads in MDAs providing these critical public services . These include :
a. N 227 . 02 billion for the Ministry of Interior;
b . N 441 . 39 billion for the Ministry of Police Affairs ;
c. N 545 . 10 billion for Ministry of Education;
d . N 840 . 56 billion for Ministry of Defence; and
e. N 380 . 21 billion for Ministry of Health .
Personnel Costs
35 . Personnel cost is still our largest single item of expenditure . In the 7 months to 31 July 2020 , it accounted for 34 percent of total Federal Government spending and is projected at 33 percent of 2021 expenditure .
36 . To check the incidence of payments to non -existent personnel and unauthorised allowances , only Federal staff that have been captured on the Integrated Personnel Payroll Information System (‘ IPPIS ’) platform will receive salaries .
37 . All agencies have been directed to ensure that they obtain all necessary approvals before embarking on any fresh recruitment . Any breach of these directives will be severely sanctioned .
Debt Service
38 . We remain committed to meeting our debt service obligations . Hence , we have provisioned N 3 . 12 trillion for this in 2021, representing an increase of N 445 . 57 billion from N 2. 68 trillion in 2020 . A total of N 2. 183 trillion has been set aside to service domestic debts while N 940 . 89 billion has been provided for foreign debt service . N 220 billion is provided for transfers to the Sinking Fund to pay off maturing bonds issued to local contractors and creditors .
Overhead Costs
39 . Total overhead costs of MDAs and Government Owned Enterprises are projected to rise to N 625 . 50 billion in 2021, mainly due to the inclusion of the overheads of an additional 50 Government Owned Enterprises . Overhead provisions have also been made for newly created agencies . To keep a tab on running costs , MDAs must adhere to extant expenditure controls .
Capital Expenditure
40 . An aggregate sum of N 3 . 85 trillion is expected to be available for capital projects in 2021, as summarised below :
a. N 1 . 80 trillion for MDAs ’ capital expenditure ;
b . N 745 billion for Capital Supplementation ;
c. N 355 billion for Grants and Aid- funded projects ;
d . N 20 billion for the Family Homes Fund;
e. N 25 billion for the Nigeria Youth Investment fund;
f . N 336 billion for 60 Government Owned Enterprises ;
g. N 247 billion for capital component of Statutory Transfers; and
h. N 710 billion for projects funded by Multi - lateral and Bi - lateral loans .
41 . The 2021 capital budget is N 1 . 15 trillion higher than the 2020 provision of N 2 . 69 trillion . At 29 percent of aggregate expenditure , the provision moves closer to this Administration’ s policy target of 30 percent .
42 . Capital expenditure in 2021 remains focused on the completion of as many ongoing projects as possible , rather than the commencement of new ones . We have also made efforts to ensure equity in the distribution of projects and programmes in the proposed budget . I will be providing the National Assembly a list of some of the most critical projects which we must work collectively to ensure they receive adequate funding . Until projects reach completion , they do not deliver the dividends of democracy that Nigerians rightly deserve .
Highlights of the 2021 Capital Projects
43 . Key capital spending allocations in the 2021 Budget include :
a. Power: N 198 billion ( inclusive of N 150 billion for the Power Sector Recovery Plan );
b . Works and Housing: N 404 billion ;
c. Transportation : N 256 billion ;
d . Defence: N 121 billion ;
e. Agriculture and Rural Development : N 110 billion ;
f . Water Resources : N 153 billion ;
g. Industry, Trade and Investment: N 51 billion ;
h. Education: N 127 billion ;
i . Universal Basic Education Commission : N 70 billion ;
j . Health : N 132 billion ;
k . Zonal Intervention Projects : N 100 billion ; and
l . Niger Delta Development Commission : N 64 billion .
44 . The Ministry of Agriculture and Rural Development will facilitate the integrated development of its sector by promoting crops ’ value chains ; as well as providing rural roads , water and sanitation , veterinary and pest controls , grazing, food and strategic reserves , and access to inputs and extension services .
45 . The 157 percent increase in the capital allocation to the health sector is to enhance the capacity to deliver healthcare services through the procurement of equipment , vaccines and other facilities . Two centres of excellence , as well as one Accident and Emergency Centre, will be equipped in Federal Teaching Hospitals in each geopolitical zone .
46 . In addition , numerous Primary Health Care Centres will be equipped and upgraded across the six geopolitical zones . Furthermore , funds have been allocated for the expansion of Midwives Service Scheme in the six geopolitical zones . To enhance occupational safety, funds have been provided for the provision of Personal Protective Equipment for health workers.
47 . The Ministry of Education’ s capital allocation has been increased by 65 percent to improve the education of our children . Funds have been provided for the provision of scholarship awards to Nigerian students at home and abroad .
48 . We have provided funds for the upgrade of security and other infrastructural facilities in our Unity Colleges nationwide . To improve access to education , we have made provision for the establishment of five new Federal Science and Technical Colleges. We have also provided for the payment of allowances to 5 , 000 teachers under the Federal Teachers Scheme .
49 . In line with our commitment to invest in Transportation Infrastructure , capital allocation to the Works and Housing sector is to facilitate the completion of several critical projects in 2021. I have directed the Minister of Finance, Budget and National Planning to provide a detailed breakdown of key infrastructural projects in her subsequent Press Briefing .
50 . Key projects for implementation in the Power sector include several Rural Electrification Projects in the 36 States and Abuja , Rural Electrification Access Programme in Federal Universities , the Kaduna LPFO Gas Fired power Plant , the Mambilla Hydro Power Project and the Zungeru Hydropower Project .
51 . Provisions have been made for legacy debts owed to local contractors compensation and resettlement of project - affected communities , the Renewable Energy Micro Utility ( Solar ) project , and the construction of transmission lines and substations nationwide . These project ’ s implementation is expected to have positive impact on electricity supply nationwide , as well as boost productivity and employment .
52 . Projects to be implemented by the Ministry of Water Resources in 2021 include provision of potable water in the North East, construction of irrigation and dams across the country , and the provision of Water , Sanitation and Hygiene facilities .
53 . The Ministry of Transportation has earmarked funds for projects such as the Lagos - Ibadan - Kano Line , Abuja - Kaduna Line , Port - Harcourt - Maiduguri Line and Itakpe - Ajaokuta- Warri Line . These projects , when completed , will minimize the cost of transporting people and goods around the country .
54 . To maintain the peace in the Niger Delta region for economic and social activities to thrive , the provision of N 65 billion for the Presidential Amnesty Programme has been retained in the 2021 Budget . In addition , the sum of N 63 . 51 billion has been appropriated for the Niger Delta Development Commission and N 24 . 27 billion has been provided for the capital projects of the Ministry of Niger Delta Affairs . These allocations should further support the development of the region by facilitating the completion of important ongoing projects , such as the East- West Road .
Government Fiscal Strategy in 2021
55 . The government is already implementing several measures to overcome our fiscal constraints . In addition to the Strategic Revenue Growth Initiatives , we are leveraging technology and automation , as well as more effective monitoring of Independently Generated Revenues. Our efforts are aimed at addressing revenue leakages and redirecting scarce resources to the poor and vulnerable . These efforts include:
a. Deregulation of the price of petroleum products ;
b . Ongoing verification exercise with IPPIS; and
c. Implementation of service - based electricity tariffs.
56 . The new petrol pricing regime has freed up resources that was allocated to subsidise petroleum products . Similarly , the ongoing IPPIS verification exercise has closed gaps that encourage ghost workers or pensioners . The service reflective electricity tariffs will help resolve liquidity crisis in the power sector and make the sector attractive to foreign investment . These reforms have released trillions of Naira for allocation to other priority areas .
57 . Distinguished Senators , Honourable Members , permit me to reiterate that the main thrust of our capital spending programme in 2021 is the completion of as many ongoing projects as possible across the country . Accordingly, we have prioritized projects that can be rapidly completed to benefit our people .
58 . Distinguished Senators and Honourable Members , I note , with satisfaction , your determination to promptly consider and pass the Petroleum Industry Bill into law . The enactment of this Bill will boost confidence and attract further investments into our oil and gas sector , as well as increase revenues .
59 . I fully understand the difficulties many of our people are going through with the implementation of our reform agenda . However , the measures we are implementing are necessary for sustainable public finance , better allocation of our scarce resources and improved public service delivery. As we implement these reforms , social safety nets will be implemented to cushion the effect of the most vulnerable of our citizens as well as business owners .
60 . In furtherance of our inclusiveness agenda , the sum of N 420 billion has been provided to sustain the Social Investment Programme . N 20 billion has also been set aside for the Family Homes Fund, our Social Housing Programme . We have expanded our National Social Register , to include an additional one million Nigerians following the onset of Coronavirus . We recently introduced the N 75 billion Survival Fund Programme to support and protect businesses from potential vulnerabilities. Furthermore , the Central Bank of Nigeria is reducing the interest rate on its intervention facilities from 9 % to 5 % with a 1 - year moratorium till 31 March 2021, to provide concessional lending of :
. N 100 billion to households and small businesses ;
a. N 100 billion to the healthcare and pharmaceutical industry ; and
b . N 1 trillion to large agricultural and manufacturing businesses.
61 . We urge Nigerian businesses and individuals to make the most of these concessional credit facilities and other such opportunities .
Conclusion
62 . Mr. Senate President , Mr. Speaker , Distinguished and Honourable Members of the 9 National Assembly ; let me use this opportunity to , again , commend your firm commitment towards ensuring a very harmonious and productive relationship with the Executive. It is important to further deepen this relationship in the interest of our people .
63 . As you review the 2021 Budget estimates , we believe the legislative process will be expedited to ensure its prompt passage to sustain the restoration of a predictable January – December fiscal year. In this regard , I have directed all Ministers and Heads of Agencies to be personally available for budget defence .
64 . Let me re- emphasize that Nigerians expect that the 2021 Budget will contain only implementable and critical projects , which when completed , will significantly address current structural challenges of the economy , improve the business environment and accelerate economic recovery .
65 . May I conclude my remarks by commending the National Assembly for its support in steering our economy during these very challenging times . We remain committed to sustaining this partnership. We believe that as we work together , we will jointly deliver on our joint mandate to our people .
66 . It is with great pleasure , therefore , that I lay , before this Distinguished Joint Session of the National Assembly , the 2021 Budget Proposals of the Federal Government of Nigeria , for your consideration .

Nigerians to pay N5 per channel, as TSTV relaunches services


Three years after its first roll-out, TSTV Africa has concluded plans to relaunch its services on October 1st, with a pay per view model as low as N2.00 and as high as N5.00 for a channel per day.
Addressing newsmen on Tuesday in Abuja, the Managing Director TSTV, Bright Echefu assured Nigerians that the Pay TV has rebuilt its brand to deliver the same value and content earlier promised in 2017, but in advanced technology and model beneficial to all.

He disclosed that out of the 180 channels to be rolled out, 80 of them were High Definition (HD) channels, adding that TSTV was the first Pay TV in sub-Saharan Africa to adopt H.265 decoder, which streams at a higher quality.
According to him, the last three years gave TSTV the opportunity and time to carry out internal restructuring to build a brand that would be better appreciated by the generality of Nigerians.
He disclosed that Nigerians would be able to select channels with programmes of their choice to book personal bouquets, have the option to roll over and pause subscriptions in the event a subscriber would be away for a long period of time without access to using his or her decoder to view its programmes.

In his words: “On 1st October 2017, we had our official launch with great expectations but the Pay TV environment was a bit choky. We were able to wriggle our way though they were many challenges, to redeem our lost relationship on October 1st.
“TSTV is ready for business as a major player in the Pay-TV industry. Having studied the market and minds of Nigerians critically, we are creating a model that will benefit all Nigerians.
“We know that most of the channels in a bouquet are not watched and with this pay per view model, we have broken it down for Nigerians to book their own bouquet by getting the channels they want and select the bouquet that suits their demands for as low as N2.00 to N5.00 per day by loading the TSTV vouchers.
“Exactly what we told Nigerians is what we are going to do; why do you have to pay so much to have access to content?

“TSTV has invested heavily in acquiring rights for some major channels in other platforms to be viewed on TSTV at affordable prices.”
He, however, revealed that due to its upgrade in technology and services, the old decoders initially released in 2017 which has been showing content till date, would cease to be in use in the next two weeks.

While noting that TSTV subscribers would have to purchase new decoders at an amount to be revealed at the relaunch, he said old decoders could be swapped for the new decoders at an amount also to be disclosed on October 1st.
Echefu who appreciated the support of the federal government and relevant agencies during its moment of crisis, disclosed that TSTV intentionally put together all the major football leagues in a channel for free.

Senate Asks Buhari To Reduce Federal Agencies To Save Cost Of Governance - Campusvill

The Senate, on Wednesday, urged the Federal Government to reduce the number of its agencies in order to save cost of governance.

The red chamber took the decision following the approval of the report of its joint committee on Finance and National Planning on the 2021-2023 Medium Term Expenditure Framework and Fiscal Strategy Paper presented by the Chairman, Solomon Adeola.

Speaking after the approval of the report, the Senate President, Ahmad Lawan, agreed with the submissions of earlier speakers during the debate that the cost of governance was too high and that a lot of the agencies must be scrapped to save the nation’s economy.

He said most of the agencies were created to serve specific purposes but noted that they were still being retained many years after.

He said, ” Many of the agencies were created to address specific challenges as of the time they were created. They are now irrelevant and have become conduit pipes that we appropriate money to every year while adding no value to the nation again.
We need to work with the executive arm of government on this. I know it will be a tough task because some will argue that the exercise would lead to massive job losses but we have to find a way out of the current situation because the cost of governance is too high.

“It is not the reduction of the National Assembly budget that would reduce the cost of governance. There is no money in the National Assembly. Our budget is just about N128bn out of a national budget of N13trn.

“We cannot reduce the cost of governance just by reducing the cost of running the activities of the National Assembly. We need to have a holistic, practical and realistic way of reducing agencies and cost of running those agencies that would survive.”

LUTHERAN CHURCH INSTALLS SIR BEN AYADE AS AMBASSADOR, ASIBONG AS DEACONESS


The Lutheran Church of Nigeria, Redeemer cathedral, Calabar has installed The Executive Governor of Cross River State, Sir Ben Ayade as Luther Ambassador International and the Commissioner for International Development Cooperation, Dr Inyang Asibong as a Deaconess of the Lutheran Church.
During the investiture, the National President/ArchBishop of the Lutheran church, Nigeria His Grace. Most Rev. Dr. Christian Ekong described the installation as symbolizing sacred responsibilities and God's call to serve Him in that capacity. The Archbishop added that the choice to installed His Excellency, Gov Ayade was borne out of his relationship with the church. First, for appointing their daughter to serve in his administration and having being a blessing to the church even while she was the Commissioner for Health and now as MIDC Commissioner, she has touched lives including members of the church and secondly, for the fact that Gov. Ayade is God fearing and religiously sensitive for his constant consultation with church leaders in the administration of his Government. 
The ArchBishop also described Dr. Inyang Asibong as a light to the state and Nigeria who while serving and still serving as the Commissioner has not abandoned the church, she has facilitated to the return of the Lutheran Hospital Yahe, Yala Local Government Area of Cross River State, she has served as secretary of the church welfare committee, inducted as a Dorcas Group 1 Ambassador of the church, Zonal Patroness of the Cross River South Zone of Luther messengers among other positions held. 
Reacting to the investiture, Gov Ben Ayade, who was represented by the Deputy Governor, His Excellency, Prof. Ivara Esu who described the event as God's highest call to serve and thanked the church for acknowledging the good works of the Governor and his daughter and Commissioner, Dr Inyang Asibong. The Deputy Governor on behalf of the Governor donated the sum of five million naira( #5M) to support the church building.
Goodwill messages and Donations were delivered by Her Excellencies, Dr Linda Ayade, wife of the Executive Governor, Mrs Omotunde  Ivara Esu, Wife of the Deputy Governor, Speaker  of the Cross River State House of Assembly, Rt Hon. BREAKING: IGP bans FSARS from patrols, ‘stop and search’ duties

The Inspector - General of Police , Mohammed Adamu, has banned the personnel of the Federal Special Anti -Robbery Squad from routine patrols.
He also banned other tactical squads of the force , including the Special Tactical Squad, Intelligence Response Team, Anti - Cultism Squad, and other squads operating at the Federal , Zonal , and Command levels , from carrying out routine patrols .
They were also banned from conducting other conventional low - risk duties – stop and search duties , checkpoints , mounting of roadblocks, traffic checks , etc – with immediate effect .
This was contained in a statement by the Force Public Relations Officer , Frank Mba , on Sunday .
The statement titled , ‘ IGP bans FSARS, other police tactical squads from routine patrols’ , added that “In addition , no personnel of the Force is authorised to embark on patrols or tactical assignments in mufti . They must always appear in their police uniforms or approved tactical gear . ”
The statement came a few hours after condemnations greeted the alleged shooting of a young man in front of a hotel in the Ughelli area of Delta State by some SARS operatives .
The statement read in part , “The IGP ’ s directives come against the backdrop of findings by the leadership of the Force that a few personnel of the Tactical Squads hide under these guises to perpetrate all forms of illegality , contrary to the Standard Operating Procedure , Code of Conduct and Rules of Engagement establishing the squads .
Specifically , the IGP has warned the tactical squads against the invasion of the privacy of citizens particularly through indiscriminate and unauthorised search of mobile phones , laptops , and other smart devices .
“They are to concentrate and respond only to cases of armed robbery , kidnapping and other violent crimes when the need arises .
“ The IGP notes that the FSARS and other Police Tactical Squads remain a critical component of the Force in confronting prevailing and emerging violent crimes in the country .
“The IGP has equally warned , that henceforth , the Commissioner of Police in charge of FSARS , Commissioners of Police in charge of State Commands and the FCT as well as their supervisory Zonal Assistant Inspectors General of Police , will be held liable for any misconduct within their Area of Responsibility .
“He , therefore , charged them to ensure effective supervision and mentoring of the personnel of the Tactical Squads under their jurisdiction . ”

POLICE KILL SIX H0ODLUMS IN A FIERCE SHOOT OUT IN CALABAR - ITU HIGHWAY


The Nigerian Police command has reported the killing of  six men gangs  who specialized in car snatching and selling across Akwa Ibom and Cross River State.

The armed robbers met their death during a shoot out with the Police along the Calabar-Itu highway.
The deceased were said to have already contacted a buyer for the stolen vehicle.

However, It was validated that the dead robbers were on their way to Abia state to sell the car they had earlier snatched from a Calabar based Medical Doctor when they met a patrol team of the state command of the Police.

"Today, at about 5.30am, acting on a credible intelligence that a six man armed robbery gang whose specialty is car snatching in Akwa Ibom and Cross River were operating along Calabar-Itu expressway.

"On receipt of the intel, SARS operatives proceeded to the scene, on sighting the Police Hilux the hoodlums opened fire on the operatives. A gun battle ensued and the six armed robbers sustained gun wounds.

"They were taken to the Police hospital in Uyo for treatment but they were confirmed dead by the Doctor. Exhibits recovered were three locally made pistols, ten life cartridges, four expended cartridges, one pump action gun, one unregistered motorcycle, military camouflage cap and a Toyota Camry snatched from the victim, Dr Arinze Obinna, a physiotherapist at the General Hospital, Calabar."

During an interview with pressmen, the owner of the stolen car stated that the car was stolen at gun point from him while he was returning home with his family by the hoodlums.

FG orders Unity Schools to reopen On Oct 12

The Federal Government on Friday announced that all Unity Schools in Nigeria should resume with effect from October 12 .

The Minister of Education, Mallam Adamu Adamu, stated this during a press conference in Abuja.
According to the minister , schools across the country , are at liberty to fix resumption dates and ensure adequate safety measures .
Adamu warned that schools who fail to adhere to outlined COVID- 19 safety protocol, risk closure if there is an outbreak from such institutions .
He said , “We have consulted widely with all stakeholders in the education sector. Our eyes and ears are opened to the international media .

I ’ m glad to report that there has not been any single case of COVID- 19 in all Unity Schools . No single fatality among the students .
“We have come to the conclusion that we have to review our decisions . After consultation with PTF , we have resolved that our Unity Schools be opened on October 12 , 2020 . ”
